Can you wait and buy it when you arrive? NO
The International Drivers Licence, or International Driving Permit, was created by the UN and is valid in a large number of countries worldwide. It extends the validity of your domestic driving licence to a group of additional countries, Uganda included. This is a necessary document unless you intend to sit, and pass, the Ugandan driving test. If you can drive elsewhere it is just about impossible to fail the Ugandan test (you drive forwards, then reverse between 4 widely spaced poles- and hand over the fee) but it's much easier and quicker to drive on an International Licence.
The Permit is valid for 12 months from the date of issue and is available from various outlets, including several private companies, motoring organisations and the UK Post Office. You must be 18 or over and hold a full valid driving licence for your own country to apply.
No additional test is required, just proof of your id, your driving licence and the fee.
Note that some private companies charge nearly £40 for the licence, but it is available from the Post Office for £5.50 !
